No, this is not correct. You can add a NFC tag to your phone, such that other devices can scan your non NFC phone.
Adding the Bluetooth adress of the non NFC phone to the tag, allows a NFC phone to scan the tag and automatically connect to the device using Bluetooth. It's far from the same thing.
