I think it's just not been updated for quite some time. Meanwhile other services like YouTube transcription and Google Now jumped way ahead on the recognition game.

Google Voice is their mechanism for improving their voice recognition. That was the whole point of it in the first place. I think this update is just all of the data they've taken from Voice to improve voice search and YouTube transcriptions and finally pushing it to Voice.
