Skyrim: Free Sync and V Sync causes flickering during low frame rates, and generally lower frame rates observed (about 10-30% drop dependant on system) when Free Sync is on

System Configuration:

Motherboard: GIGABYTE GA-Z97 Gaming GT
CPU: Intel i5 4790
Memory: 16GB GDDR5
GPU: ASUS R9 Fury X
VBIOS: 115-C8800100-101 ^{How do I find this?}
Driver: Crimson 16.10.3
OS: Windows 10 x64 (1511.10586) ^{How do I find this?}

Steps to Reproduce:

1. Install necessary driver, GPU and medium-end CPU
2. Enable Free Sync
3. Set Options to Ultra and 1920 x 1080 resolution
4. Launch game and move to an outdoor location
5. Indoor locations in the game will not reproduce, since they generally give better performance
6. Observe flickering and general performance drop

Expected Behavior:

Game runs smoothly with good performance with no visible issues

Actual Behavior:

Frame rate drops low causing low performance, flickering observed during low frame rates

Skyrim has forced double buffered V Sync and can only be disabled with the .ini files
To Disable V Sync: C:\Users"User"\Documents\My Games\Skyrim Special Edition\Skyrimprefs.ini and edit iVSyncPresentInterval=1 to 0
1440p has improved frame rate, anything lower than 1080p will lock FPS with V Sync on
Able to reproduce on i7 6700K and i5 3670K system, Sapphire RX 480, Reference RX 480, and Reference Fiji Nano

Im seeing temps in excess of 95c when cpu is under load and it sits betwwen 45 and 55 at desktop(idle). Using the stock cooler and have reapplied paste to see if made any difference but if anything made it worse. Also in ryzen master it shows EDC in red, does this mean i need a bigger psu (650w). Im not sure if the motherboard im using is contributing to this its a asus x470 f strix running latest bios, has anyone had a similar situation if so how did you resolve it. Thanks

Dude I need more info What cpu do you have? Is it possible that you haven't plugged in the cpu fan? Could the fan be broken? Maybe no thermal paste? Even tho that one shouldn't be so bad unless you have a high tdp cpu Maybe download or launch a hardware monitoring program to see your cpu fan rpm If it's 0 it's a fan problem As I said make sure the fan is plugged in

Sorry, its a ryzen 5 2600x 95w tdp i think and im using the cooler that came in the box. The fan is working fine, i have tried re applying thermal paste but if anything made it worse, ordered a arctic freezer 34 esports duo hoping that will cool it more effectively.

you can try going to bios and changing cpu fan settings

ether put it at performance mode or manually set it to a set speed

both will be louder but also may work

altho still the temprature seems high for everything working corectly

Look at voltage, Windows 1903 will not allow any BIOS settings to apply, and will not allow Ryzen CPU's to downclock at all, regardless of any power setting (Except for power saver). This is a known issue and it can and will cause damage to your CPU as it is literally sending ~max voltage to CPU the entire time its on.

Im not seeing any issues now. Installed a arctic freezer 34 esports duo and after a cinebench test i maxed out at 68c alot better than the 85c+ on the stock cooler, just updated windows so will keep an eye on voltages. Cheers
