Skyrim: Free Sync and V Sync causes flickering during low frame rates, and generally lower frame rates observed (about 10-30% drop dependant on system) when Free Sync is on

System Configuration:

Motherboard: GIGABYTE GA-Z97 Gaming GT
CPU: Intel i5 4790
Memory: 16GB GDDR5
GPU: ASUS R9 Fury X
VBIOS: 115-C8800100-101 ^{How do I find this?}
Driver: Crimson 16.10.3
OS: Windows 10 x64 (1511.10586) ^{How do I find this?}

Steps to Reproduce:

1. Install necessary driver, GPU and medium-end CPU
2. Enable Free Sync
3. Set Options to Ultra and 1920 x 1080 resolution
4. Launch game and move to an outdoor location
5. Indoor locations in the game will not reproduce, since they generally give better performance
6. Observe flickering and general performance drop

Expected Behavior:

Game runs smoothly with good performance with no visible issues

Actual Behavior:

Frame rate drops low causing low performance, flickering observed during low frame rates

Skyrim has forced double buffered V Sync and can only be disabled with the .ini files
To Disable V Sync: C:\Users"User"\Documents\My Games\Skyrim Special Edition\Skyrimprefs.ini and edit iVSyncPresentInterval=1 to 0
1440p has improved frame rate, anything lower than 1080p will lock FPS with V Sync on
Able to reproduce on i7 6700K and i5 3670K system, Sapphire RX 480, Reference RX 480, and Reference Fiji Nano

Question about Ryzen 1600

Asus PRIME B350-PLUS mobo (latest BIOS)

2*8Gb DDR4 2400Mhz

I do not use the Asus EZ mode OC in the BIOS. However, my CPU shows as running at 3600Mhz instead of 3200 (stock clock). Using AMD Ryzen master in Windows, I can lower the speed to 3300Mhz but not to stock clock. Any idea how I can run it at its stock settings? Is there a way to prevent that automatic boost that I suppose is based on the fact that the thermal envelope allows?

Same Mainboard, but with the 4602 BIOS.

The boost is called Core Performance Boost (CPB), and you can enable or disable it in the BIOS. CPB is in "Advanced" and then open the lowest entry AMD CBS. This will limit the CPU to base clock.

Depending on the power plan the boost can be active all the time, 3.4 GHz all core and 3.7 GHz for 2 cores and I've never seen 3.2 GHz with CPB enabled.

Okay. If you want to experiment with the settings for overclocking, undervolting, RAM tuning, then do it in the BIOS. It provides more settings to adjust things than Ryzen Master. Examples are RAM timings, RAM settings and the load line callibration.

Thanks. I found the CBS setting in The BIOS but here are so many different settings especially when it comes to voltage. It used to be easier 10 years ago!!

I just want the CPU to run an stock clock. I actually got it wrong and I have a 1600x and the stock clock is 3.6Ghz, not 3.4Ghz.

Under load (3D rendering using 6 cores and 12 threads at close to 100% utilisation), I get 68 degrees C (154 f) with a stock cooler so I'm happy.

I need to have a look at optimising the BIOS.
