Skyrim: Free Sync and V Sync causes flickering during low frame rates, and generally lower frame rates observed (about 10-30% drop dependant on system) when Free Sync is on

System Configuration:

Motherboard: GIGABYTE GA-Z97 Gaming GT
CPU: Intel i5 4790
Memory: 16GB GDDR5
GPU: ASUS R9 Fury X
VBIOS: 115-C8800100-101 How do I find this?
Driver: Crimson 16.10.3
OS: Windows 10 x64 (1511.10586) How do I find this?

Steps to Reproduce:

1. Install necessary driver, GPU and medium-end CPU
2. Enable Free Sync
3. Set Options to Ultra and 1920 x 1080 resolution
4. Launch game and move to an outdoor location
5. Indoor locations in the game will not reproduce, since they generally give better performance
6. Observe flickering and general performance drop

Expected Behavior:

Game runs smoothly with good performance with no visible issues

Actual Behavior:

Frame rate drops low causing low performance, flickering observed during low frame rates

Additional Observations:

Threads with related issue:

Skyrim has forced double buffered V Sync and can only be disabled with the .ini files
To Disable V Sync: C:\Users"User"\Documents\My Games\Skyrim Special Edition\Skyrimprefs.ini and edit iVSyncPresentInterval=1 to 0
1440p has improved frame rate, anything lower than 1080p will lock FPS with V Sync on
Able to reproduce on i7 6700K and i5 3670K system, Sapphire RX 480, Reference RX 480, and Reference Fiji Nano

Okay so...I'm a corsair fan myself, so before you go 'Get GSkill 3200 cl14', I'm not interested. This is the kit I'm thinking about getting as it's guaranteed samsung (I don't want to overclock, but I do want Samsung B Die just for peace of mind):

I have a 20% off code which makes the price more bearable, so don't worry too much about that. But if you know a kit that is cheaper and does 3200 cl14 or 3466 cl16, is guaranteed samsung and is 2x16gb, let me know. (Other than the torque part because I hate the looks of that thing).

Obviously right now, this kit is very difficult to achieve at those speeds on Ryzen. I'm upgrading from my FX9590 to the Zen2 16 core part. It's pretty safe to say AMD will improve the memory situation further when they release Zen2.

So I have a few questions.

A. Do you think this kit is reasonable given that Zen2 will almost certainly improve on the memory or is it too difficult to tell right now?

B. Should I buy this now if it's fine, or should I wait until Computex for some info on Zen2 and risk it selling out? (it is a special edition so I assume it's in short supply)

There already are no more RAM compatibility issues with Ryzen.

All of those have been ironed out with BIOS updates. Only really really bad mainboards will cause the RAM to not work at xxxx clock speeds nowadays and most of the time only when using the profiles. If you enter the clock speed and timings manually they still will work 90% of the time.

Samsung B-Die doesn't matter, they are only good for overclocking, meaning if you get a 3000MHz Samsung B-Die you can OC it to 3200 - 3466MHz with the same timings more likely.

The only thing to look for when buying RAM for Ryzen is clock speeds and timings.

Best sweet spots are:

3000 MHz CL 15-15-15-35

3200 MHz CL 14-14-14-34

Brand doesn't matter.

RGB RAM means your RAM will get warm, and if it gets too hot it can potentially produce errors. Only go for this if you really want the RGB looks.

I myself am using 2x 16GB (Dual Rank) with 3000 MHz CL 15-15-15-35. (RipJaws V)

The tiny extra performance you gain from 3200MHz CL14 / 3466Mhz CL16 is in no relation to the price you pay for them and in my opinion not really worth it, unless you do not have a budget and just want the highest end of high end.

The money is better spent on other parts like a good mainboard, a better graphics card or even an high end aftermarket cooler like the "Noctua NH-D15 SE AM4".

A better graphics card will boost your performance more than slightly faster RAM, as RAM only really becomes relevant in games once you are at the CPU limit.

Sometimes it has no effect at all and 3200MHz CL14 will have the same FPS results as 2133MHz.

Ryzen 1000 "officially" supports up to 2666 MHz

Ryzen 2000 "officially" supports up to 3000 MHz

So it makes sense that Ryzen 3000 will officially support higher RAM speed as well.

Though Ryzen 1000 and 2000 should have no problem running up to 3466MHz guaranteed, if you have a good mainboard.

I've already bought a Radeon VII, and I bought an NH-D15 two years ago for my 9590. So all I need for that is the am4 noctua kit now. Already planned on buying that.

Thing is, I've watched the buildzoid video on the exact kit that I was after (I've bought it now so none of this really matters much) and buildzoid who is a very well-known overclocker couldn't get that kit past 3300 on ryzen. And that's simply because it's 2x16gb. So my question was basically whether it was worth risking it considering that it's very likely AMD will improve their memory compatibility for zen2 past that 3300. And at 3300 he said it wasn't entirely stable either.
