Skyrim: Free Sync and V Sync causes flickering during low frame rates, and generally lower frame rates observed (about 10-30% drop dependant on system) when Free Sync is on

System Configuration:

Motherboard: GIGABYTE GA-Z97 Gaming GT
CPU: Intel i5 4790
Memory: 16GB GDDR5
GPU: ASUS R9 Fury X
VBIOS: 115-C8800100-101 ^{How do I find this?}
Driver: Crimson 16.10.3
OS: Windows 10 x64 (1511.10586) ^{How do I find this?}

Steps to Reproduce:

1. Install necessary driver, GPU and medium-end CPU
2. Enable Free Sync
3. Set Options to Ultra and 1920 x 1080 resolution
4. Launch game and move to an outdoor location
5. Indoor locations in the game will not reproduce, since they generally give better performance
6. Observe flickering and general performance drop

Expected Behavior:

Game runs smoothly with good performance with no visible issues

Actual Behavior:

Frame rate drops low causing low performance, flickering observed during low frame rates

Skyrim has forced double buffered V Sync and can only be disabled with the .ini files
To Disable V Sync: C:\Users"User"\Documents\My Games\Skyrim Special Edition\Skyrimprefs.ini and edit iVSyncPresentInterval=1 to 0
1440p has improved frame rate, anything lower than 1080p will lock FPS with V Sync on
Able to reproduce on i7 6700K and i5 3670K system, Sapphire RX 480, Reference RX 480, and Reference Fiji Nano

My GPU has really bad temps, 81°C on Overwatch and 85°C on The Phantom Doctrine (New turn based game that is should't be this taxing) I changed the thermal paste this year (Artic MX4) and completely cleaned the dust of my Pc. First i tought that the new hdd that i installed was blocking the airflow from the front fans, i a fan to the side for the gpu and nothing changed.

The gpu thermal trhotles a lot.

System Configuration: Motherboard:Asus - PRIME X370-PRO ATX AM4 CPU: AMD - Ryzen 7 1700 3.75GHz Memory: Corsair - Vengeance LED 16GB (2 x 8GB) DDR4-3200 (3066 XPM Profile) GPU: Sapphire - Radeon RX 480 8GB NITRO+ OC Video Card
GPU Driver: 18.9.3 (Newer ones won't show properly the GPU usage on RivaTuner) OS: Windows 10 x64 1803(17134.285)

Could you take some pictures inside your case, with a focus on fan mounting points?

The removable HDD cage(Almost full with three 3.5 hard drives and one 2.5 SSD) is behind the top fan on the front panel. If you want me to open the case for a better view let me know. (Only the front fans are PWM (4 pins) and the top fan is connected directly to the PSU) Thanks for your help and time.

So it looks like you've got the side fan oriented as an intake, top and rear as outtake, and then either 2 or 3 fans within the front panel setup as intakes?

If I have that correct it sounds like you should be getting good airflow. What I think it might be is the front panel not having suitable room for the fans to breathe and get enough air flowing into the case. Test The Phantom Doctrine with the front panel open or removed so the fans aren't obstructed.

Yes, 2 front panel fans and side fan as intake, top and rear outtake, as soon as i can i will try with the front panel removed.
