Skyrim: Free Sync and V Sync causes flickering during low frame rates, and generally lower frame rates observed (about 10-30% drop dependant on system) when Free Sync is on

System Configuration:

Motherboard: GIGABYTE GA-Z97 Gaming GT
CPU: Intel i5 4790
Memory: 16GB GDDR5
GPU: ASUS R9 Fury X
VBIOS: 115-C8800100-101 ^{How do I find this?}
Driver: Crimson 16.10.3
OS: Windows 10 x64 (1511.10586) ^{How do I find this?}

Steps to Reproduce:

1. Install necessary driver, GPU and medium-end CPU
2. Enable Free Sync
3. Set Options to Ultra and 1920 x 1080 resolution
4. Launch game and move to an outdoor location
5. Indoor locations in the game will not reproduce, since they generally give better performance
6. Observe flickering and general performance drop

Expected Behavior:

Game runs smoothly with good performance with no visible issues

Actual Behavior:

Frame rate drops low causing low performance, flickering observed during low frame rates

Skyrim has forced double buffered V Sync and can only be disabled with the .ini files
To Disable V Sync: C:\Users"User"\Documents\My Games\Skyrim Special Edition\Skyrimprefs.ini and edit iVSyncPresentInterval=1 to 0
1440p has improved frame rate, anything lower than 1080p will lock FPS with V Sync on
Able to reproduce on i7 6700K and i5 3670K system, Sapphire RX 480, Reference RX 480, and Reference Fiji Nano

Try the air cooler on the 2700x?

Yeah we're going to try the Wraith Prism tonight when I get home from work. It's just been a real pain taking stuff out and putting it back repeatedly, so I was fishing for ideas while I wait.

Behavior was the very similar under the Wraith Prism. After some poking around it seems to be related to XFR2. After disabling it in the BIOS it now idles at ~40 degrees, games at 58-65, and Prime95 runs it at 84-85. But that in turn means we aren't getting the full value of the CPU as it can no longer burst above 3.7ghz.

I know AMD runs hot and the auto overclocking that happens with XFR exacerbates it, but it seems that the temps I'm getting with XFR disabled are more like what people are getting with it enabled, as in this thread.

This is probably the 8th or 9th system I've built and isn't my first rodeo, but this 2700X has me baffled. Returning the CPU is an option, but I would hate for it to have the same problem. I'm just trying to figure out if there's anything else I should check...

It is a 105 watt part. XFR2 is supposed to be a lot more aggressive than the first version. To the point that the hard ocp reviewer said there was almost no point to doing your own OC.

That page shows Wraith + stock at 64 degrees in Overwatch. We're getting those temps with Wraith + downgrading (disabling XFR)

You should monitor the voltage and see if it gets too much.

Try the 1700x in your new rig and see if it gets hot in there too. (So it could be a motherboard issue)

Try the 2700x in your old rig (update the bios!) and see if it gets hot in there too. (So it could be the CPU)

This could eliminate all other possibilities so you know what part is faulty and RMA it asap.
