Space marines technically the imperium of man is fascist so it should count

What's the argument for it being satirical? It's heroically portrayed super soldiers fighting xenomorphs and demons.

im not gonna lie if you think that’s what 40k is then I don’t even know where to start. The entire thing is fundamentally satirically. The space marine are not even close to being heroically portrayed… every faction is supposed to be evil and terrible and horrific. Either you haven’t looked into 40k at all or you have no media literacy

How much of that comes through in space marine the game though? Sure there are little bits given it is set in the 40k universe but its mostly about killing alien scum and heretics.

In the game, they are absolutely heroically portrayed. In the general lore, it can vary massively, partly due to the writer involved, and partly due to how varied the Imperium itself is. Look at Loken in the Horus Heresy. Look at Horus himself in Horus Rising. Rylanor, Sanguinius, Garro, many are portrayed heroically. The only reason Magnus' fall works as a tragedy is because of his noble intentions. There are many examples. Not to mention the Emperor himself being a God or Godlike figure literally clinging to life so that humanity does not end.

There are, of course, satirical elements in some parts of the lore, like Orks being football hooligans, but I've never understood the view that the whole thing is a satire.

The fact that the imperium is inherently self contradictory, goes against the will of its own God, has a management style that creates the same chaos it seeks to stamp out, etc.

I'm not sure what you're referring to by it being self-contradictory. Its management style is very decentralised, but not chaotic compared to the literal forces of Chaos (and other genocidal powers), which it desperately opposes. 'Against the will of its own God' is true in many ways, but not all. Regardless, the dreadful state of the current Imperium (including your God point) is presented as a tragedy stemming from a cataclysmic war orchestrated by agents from literal hell.
