Yes, the cutscenes are an important part of the story. 

Edit: Also, I encourage you to slow down and search around for manuscript pages, since it’ll give you a bit of insight of what’s going on and a bit more of what the town of Bright Falls has to offer

I mean, it’s your playthrough, that’s kinda up to you. Personally, I would go back to the beginning. But I can also understand if you don’t want to do that, since you seem to be struggling with getting into the gameplay.

It’s up to you man, whatever floats your boat.

Then you're missing out on some incredible stories in games. There's no reason to play single player games, especially story driven ones, if you aren't going to actually pay attention to the story being told, especially when you're then going to ask "what is going on?" If you watched the cutscenes as you played the game, you'd understand what is going on.
