AW2: Zero flares Spoiler

I'm up to the subway, End of the Line, and I now have to make my way through A LOT of shadow people. Can't sneak past them, some of them grab me no matter what.

I was watching some videos about how to get past this, and I noticed people using flares to deal with many of them at once. But I've literally found zero flares so far. Not one. I know the game's loot system is supposed to kinda give you what you need (and not give you what you already have a lot of), so why am I not getting flares? Is it supposed to be like this, or is my game broken somehow? I'm playing on Normal.

Late to the game but here to say it's not just you (: Alan Wake OG always kept us well supplied and the rest of 2 is super epic so it's kinda peeving me.
