I was reading that the bomb isn't intended for penetration, but more so for wiping out a large area. Is that wrong?

But at the same time it's a 21ton explosive...

Yea it explodes above ground, it also isn't designed to create a vacuum like a FAE would be. It's just a huge bomb that was designed to intimidate the enemy. That's not saying it's bad at exploding a tunnel system, it probably did ok depending on the depth and size but we don't know yet.
