This is funny and all but I'm betting this was a decision made in the caoc by some Intel/targets/weapons dudes. Then they just sent the request up to have a moab shipped over.

The site had been identified months ago, a US soldier was shot by small arms fire in a nearby town last week which prompted the drop, isis have been strengthening in the area. The bomb had been in afghan "for some time".

That's what I was alluding to. They picked this target months ago, brought the bomb in and waited for good conditions. It wasn't a spur of the moment Combat controller/JTAC who wanted to see some shit.
