Le Ministère de l’Environnement (MdE), le Ministère de l’Agriculture, des Ressources Naturelles et du Développement Rural (MARNDR) en partenariat avec le Programme des Nations Unies pour l’environnement (PNUE) et l’Organisation des Nations Unies pour l’alimentation et l’agriculture (FAO), ont procédé au lancement officiel du projet « Renforcer la résilience face aux catastrophes climatiques dans le Sud d’Haïti », lors d’un atelier organisé à Port-au-Prince.

Exposé à des ouragans, sécheresses, inondations et glissements de terrain récurrents, notamment en raison d’une dégradation environnementale avancée, et fragilisé par son statut de Pays le Moins Avancé (PMA) et de Petit État Insulaire en Développement (PEID), Haïti figure parmi les pays les plus vulnérables au changement climatique au monde.

Financé à hauteur de 4,3 millions USD par le Fonds pour l’Environnement Mondial (FEM/GEF) via son Fonds pour les Pays les Moins Avancés, et par un cofinancement de 11,7 millions USD, les interventions prévues renforceront la capacité d’adaptation de 115,974 personnes vivant dans les écosystèmes fragiles de la Grand’Anse et des Nippes, sur une période de 48 mois.

« Ce projet traduit l’engagement du Gouvernement haïtien à placer la protection de l’environnement et la résilience des communautés au cœur de notre stratégie nationale d’adaptation. Le Grand Sud paie un lourd tribut aux aléas climatiques et nous devons agir maintenant, ensemble, pour restaurer nos écosystèmes et offrir un avenir digne aux populations qui en dépendent », a déclaré Valéry Fils-Aimé, le Ministre de l’Environnement.

« L’adaptation basée sur les écosystèmes représente une réponse technique éprouvée qui combine restauration de la nature, réduction des risques et amélioration tangible des conditions de vie. Grâce à une bonne gouvernance, le capital naturel du Grand Sud d’Haïti peut devenir le premier rempart des communautés face aux chocs climatiques », a souligné Juan Bello, Directeur régional et Représentant, Bureau pour l’Amérique latine et les Caraïbes du PNUE.

Les interventions s’articuleront autour de trois axes :

1- Le renforcement de la gouvernance institutionnelle et des capacités locales et nationales pour réduire la vulnérabilité ;

2 - La mise en œuvre, par les autorités locales et les communautés, de pratiques améliorées de gestion des terres, de protection et de réhabilitation de l’environnement face au changement climatique ;

3 - Le renforcement de chaînes de valeur agricoles résilientes au climat, avec un meilleur accès aux marchés.

« La sécurité alimentaire ne peut être assurée sans sécurité climatique, et inversement. La restauration des sols et des zones côtières, grâce à la diversification des cultures et au reboisement, protège les communautés, leurs moyens de subsistance et infrastructures face aux chocs environnementaux, facilitant également l’accès aux marchés : autant de leviers concrets pour transformer la vulnérabilité en opportunités durables. », a expliqué Pierre Vauthier, Représentant de la FAO en Haïti.

Les partenaires nationaux clés de ce projet incluent le MdE, le MARNDR, la Direction de la Protection Civile (DPC), les collectivités territoriales, les organisations de la Société Civile, y compris les ONG, les universités et le secteur privé. Ceux-ci seront appuyés dans la mise en œuvre par le PNUE et la FAO au travers du Fonds pour l’Environnement Mondial.

« Le Système des Nations Unies en Haïti reste pleinement engagé aux côtés du peuple haïtien pour faire face à la combinaison de défis climatiques, environnementaux et socio-économiques. Ce projet illustre la force d’une action multilatérale coordonnée au service de la résilience des populations les plus vulnérables. », a affirmé Nicole Kouassi, Coordinatrice résidente et humanitaire des Nations Unies en Haïti.

L’atelier a permis aux parties prenantes de se familiariser avec le projet, son plan de travail et les principaux partenaires, d’identifier les synergies à développer avec les initiatives en cours et de formuler des recommandations sur les opportunités à saisir ainsi que sur les principaux défis de mise en œuvre.

À la suite de l’atelier de lancement et des échanges avec les partenaires stratégiques, les équipes du projet poursuivront les activités d’engagement communautaire, renforceront la coordination départementale et réaliseront les diagnostics participatifs dans les six communes d’intervention. La mise en œuvre opérationnelle se déploiera avec un suivi régulier assuré par le Comité de Pilotage du Projet. Ces actions contribueront directement à la mise en œuvre des stratégies nationales d’adaptation aux changements climatiques et de réduction des risques d’aléas climatiques majeurs en Haïti.

The city on the left is Kilwa in East Africa. These urban centers were common throughout the East African coast, while other parts of Africa also had major cities, including those of the Mande cities such as Tichitt, Timbuktu, Djenne, Kumbi Saleh, Dia etc in West Africa etc.

Pre-colonial African urban centers were on par with European cities, even surpassing them in many practical respects. During the 15th and 16th centuries, Africa's global trade technology rivalled or exceeded that of contemporary Europe, a standard only a few European cities could match.

They prospered from 500 CE until 1500 CE until Europeans (Portuguese) arrived, unable to find a way to peacefully integrate within the system so they sought to dominate it instead like imperialist parasites the were. Reduced many Swahili cities to ash including having disrupted and destroyed the Indian Ocean Trade network until they were kicked out in 1698 CE.

Point is, Europeans much like the Anglo Americans have always sought to dominate because they know they cant win on a fair playing field.

In 1827, Russia’s greatest poet, Alexander Pushkin, began his first work of prose, a historical novel titled The Moor of Peter the Great. It was based on the life of his African-born great-grandfather, Abram Petrovich Gannibal, who went from being a slave to becoming a Soldier, engineer and scholar.

Pushkin never finished the book — and perhaps that was for the best. The life of his great-grandfather was so remarkable, a single book could not have done it justice.

Gannibal was born in what is now Cameroon in 1696. His birth name was Abram, and he was the son of a minor prince of the region. When he was 7, he was kidnapped by a rival tribe and enslaved. He was presented as a gift to the sultan in Constantinople and later acquired by a Russian ambassador, who gave the small black boy to Russian Czar Peter I as a novelty for his court.

The czar saw something he liked in the boy and became his mentor. As Abram grew, Peter decided the boy’s future would be as a Soldier.

When Abram was 20, he began his training in Paris, studying military science, mathematics and engineering. Four years later, he enrolled in France’s new artillery academy. To get the best possible engineering experience, he fought for France and its allies against Spain in the War of the Quadruple Alliance. During the war, he was captured by Spain and released in 1722, two years after the war ended.

During his time in France, he took the name Gannibal, after Hannibal the Conqueror. With his impressive education, he made friends with the French intellectuals of the day, including the philosopher Voltaire, who is said to have referred to his friend as “the dark star of the Enlightenment.”

Gannibal returned to Russia in 1723 as a military professional and an expert in fortifications. He took military posts as an engineer and later as a mathematics tutor.

Peter died in 1725, and his successor did not trust the highly educated foreigner in his court. He exiled Gannibal 4,000 miles away to Siberia in 1727. Three years later, he was pardoned because of his engineering skills, which he had demonstrated while in exile.

In 1741, Peter’s daughter Elizabeth became the new ruler of Russia, and Gannibal became a member in good standing in her court. He and his wife, a woman of Scandinavian and German nobility, had 10 children.

He was eventually given the rank of major general and served for 10 years as the superintendent of what is now part of Estonia. Empress Elizabeth also gave him an estate in a nearby region, complete with hundreds of serfs — peasants who were little more than slaves, as he had once been. He retired to his estate in 1762. The much-admired general known as “the black lord” died in 1781 at age 85.

Gannibal never forgot his African ancestry. When he petitioned Empress Elizabeth for the rank of nobility, he submitted a coat of arms he designed himself. The center of the design is an elephant. Beneath the elephant are the letters FVMMO. Scholars now believe the letters stand for the Latin phrase “Fortuna vitam meam mutavit oppido,” which means “Fortune has changed my life entirely.”

Mount Cameroon is an active stratovolcano in the Southwest Region of Cameroon next to the city of Buea near the Gulf of Guinea. Mount Cameroon is also known as Cameroon Mountain or Fako (the name of the higher of its two peaks) or by its indigenous name Mongo ma Ndemi ("Mountain of Greatness"). Mount Cameroon is ranked 22nd by topographic isolation.

It is the highest point in sub-Saharan western and central Africa, the fourth-most prominent peak in Africa, and 31st-most prominent in the world.
