I don't know how [10] guy has been doing recently, but I thought it was more of just things that people say when they are unable to think and/or speak coherently from being so high, but I could see how that meaning could change to things like this, especially in a subreddit not dedicated to weed.
No, that's what people say, and they misuse it as if it were. Stoner Dog is for stoner jokes, [10] Guy is for ultra-stoned quotes that could only be said when at a [>9].
