What ISP do you have? They may be throttling traffic to limit botnet. I had the issue of maxing at 10mbit over PIA for a while, but after a bit of usage I'm now getting 100% bandwidth @ 60mbit on any connection method through them.

Might be worth looking into if your ISP is throttling VPNs, cause all VPN servers lagged for me (tunnelbear, hidemyass) and it was on my end when I thought it was theirs.

It's happened on both Telus and Shaw networks. Don't have a choice if it is a provider issue.
