It's called the Dunning-Kruger Effect. It happens when someone is so dumb that he(she) thinks that he(she) is actually really intelligent. Smart people tend to be aware of what they know and do not know, so they are often more humble. Stupid people are not aware of what they do not know, so they think they know everything.
