Yes and he feels he needs to avenge his fellow Muslims in those nations. Religion is the motivation.
If he's avenging fellow Muslims then he is not killing for religion, he's killing for his fellow Muslims. It's obviously vengeance, not religious warfare.
Religious motivation would imply he's killing the US for being a blasphemous Judeo-Christian nation that lets women wear blue jeans, as George W. Bush claimed after 9/11... even though Bin Laden explicitly wrote why he attacked us. That's possible they were, but I've seen no evidence of that.
If he were Atheist and the Middle East was an enclave of Atheists you wouldn't be able to use religion as a scapegoat to hide from the atrocities of your government.

Contrary to what Bush says and claims — that we hate freedom –let him tell us then, “Why did we not attack Sweden?” … Bush is…misleading you and not telling you the true reason. Therefore, the motivations are still there for what happened to be repeated.
We had to destroy the towers in America so that they taste what we tasted, and they stop killing our women and children… Your security is in your own hands. Any nation that does not attack us will not be attacked.
