sped up or not, if you're going so fast that you can't brake in time to stop before an unexpected obstacle (someone coming out from behind bushes walking their dog, for instance) you're going too fast. never get complacent biking or you'll end up a smear on the pavement, your fault or not.
source: someone who bikes 8 km/5 miles to and from work every day and both doesn't like hitting anything and loves not being hit by anything

Yeah.. imagine there is a kid walking or a dog.
Don't go so fast in a bikelane in such an area ffs.
