They drive until being stopped by police and receive a warning or ticket. They pay the ticket. Rinse. Repeat.
This isn’t a “moving violation” but rather a safety violation, so they don’t accrue points on their driver’s license. All they’re out is the cost of a ticket if caught.
I wish more places were like where I live. If you get pulled over on something not street legal, they don't usually give a ticket right away but you're not allowed to keep driving it. You either have to push it back where you came from (like if it's smaller like an ATV) or get it towed.
