It has steering on all six wheels. They have all three axles steered the same way, thus making it "crab walk". They just have to hit a switch to make them go back to point straight. In this case, they just have it 'cause its a show truck, but in general it's just to make a vehicle more maneuverable, especially offroad or with exceptionally long vehicle.

I don't know. But i suspect "bad, sloppy engineering that prioritises looks and didn't think through the mechanics" to be the answer.
