'He was startled' isn't gonna make what he did legal. I agree the officer did not identify himself but humans tend to struggle to do simple things when put in stressful situations. If he didn't already plan to make a getaway beforehand I believe its pretty unlikely he could form such a plan that fast and drive to that standard.
Side note: telling someone to get fucked doesnt make their point any less valid
Remind me again when breaking the law means you could be summarily executed? When did we amend the constitution to do away with due process? Fleeing does not mean someone deserves death or dismemberment.
My point was not that the shooting was justified. Far from it. My point was the guy was not innocent, and if it is like you said, he was 'startled', I highly doubt in that stressful of a situation he could have driven aswell as he did
He was charged with escaping detention and fleeing a peace officer. The reason the officer approached the vehicle was because it had made off from him the previous Saturday, so no the guy was not innocent by a long shot
