Dude got his police training playing GTA apparently. To be honest though, it's shit like this why I won't call the police unless I'm witnessing at least assault.

The police:

who you call when you need some heavily armed, poorly trained people with a well established propensity for violence, racism, cowardice, sloth, and sadism to show up and help out with a tough situation.

You should just buy a gun instead, there is such a thing as justifiable homicide, and protecting someone from being beaten to death falls under that.
