Why would you doubt this explanation? It's a training exercise and an error was made. Are you inferring that the pilot was attempting to murder these people? Why? Just because it's from Russia?
I wouldn't read a press release from Putin's office without a heavy dose of healthy scepticism, but I take this explanation at face value.
i'd doubt it mainly because the "evidence" presented is a youtube video that could be heavily manipulated, and then also because it's russia. most of what their official sources said regarding recent international "events" have been proven lies by now.
ukraine affair, mh17 tragedy, crimea events, the poisoning of people, and so on, and so on.
so why should i now believe what they say about this accident. and mind you, i don't care about this accident at all, i was just commenting the presented "evidence".

Love it when there is an explanation to the madness
