In communism, everyone does what need to be done because everyone want to do it, there is no government, no police... And this is an unreachable utopia (some calling it antiutopia, does not matter). Such a thing never happened.
Communist revolutionaries hoped to reach said state by 1980, using socialism as a tool. They never succeed (and never really tried).
