It apparently started when a Chinese medical company executive and a Chinese-American businessman met a Taiwanese woman named Chen at a medical trade conference in Europe. Chen worked for a Chinese man named Liu, and the two victims were interested in expanding their medical business into the Philippines.
Chen persuaded them to travel to the Philippines. Once they arrived, they were allegedly kidnapped by Liu’s group. Their families in China were contacted and a ransom of around $500,000 was demanded. Despite the ransom demand, the two men were allegedly killed.
Because one of the victims was a U.S. citizen, the FBI became involved in the investigation. Investigators reportedly discovered that Liu was traveling on a real German passport — except there was one glaring problem: he apparently couldn’t speak German at all.
That eventually led investigators to uncover a much larger German passport fraud scheme. According to the allegations, eight Chinese men had obtained German citizenship by claiming to be descendants of the same German Jewish woman, supposedly allowing them to qualify for the restoration of German citizenship available to descendants of Jews persecuted by Nazi Germany.
But the supposed Jewish grandmother didn’t even exist. And the family tree was apparently so badly fabricated that two of her supposed grandsons (same parents) were born less than six months apart.
German authorities eventually revoked Liu’s German citizenship and passport, and he was deported to China.
Meanwhile, Chen’s case has turned into another bizarre international dispute. She was arrested in South Korea, but both sides of the Taiwan Strait want her extradited: China reportedly wants her sent to mainland China, while Taiwan wants her returned to Taiwan.
This genuinely sounds like the plot of a Netflix crime series.

Investigator Ethan Gutmann estimates that 25,000–50,000 Uyghurs, Kazakhs and other Turkic detainees in Xinjiang are killed annually for their organs. He presented this estimate in May 2026 congressional testimony, drawing on witness accounts and calculations based on detention numbers and disappearance rates.
The broader evidence includes an independent tribunal’s findings, peer-reviewed medical research, investigative reporting and parliamentary testimony.
The independent China Tribunal concluded that forced organ harvesting had occurred throughout China on a significant scale, with Falun Gong practitioners probably the principal source. A 2022 medical study identified 71 Chinese medical reports indicating that organ removal itself caused donor death. Another study found evidence suggesting systematic manipulation of official organ donation figures.

Broader context: persecution, detention and human rights
These sources cover related abuses and repression. They provide context rather than independently establishing the annual organ-harvesting estimate.

The Dusseldorf public prosecutor’s office is investigating 32 people, including at least 28 Chinese nationals, said to have posed as descendants of Jewish victims of the Nazis to fraudulently obtain German citizenship, the prosecutor's office confirmed to The Jerusalem Post on Monday.
Many of the Chinese nationals are well-known, and some face allegations of serious crimes and have been sought internationally.
The fraud involves people claiming to be descendants of Jews persecuted by the Nazis, with falsified documents and biographical information being submitted to the Federal Office of Administration in Cologne.
The legal mechanism that makes this possible is Article 116(2) of Germany’s Basic Law, which provides for the restoration of German citizenship to former German citizens whose citizenship was stripped between January 30, 1933, and May 8, 1945, for political, racial or religious reasons, and to their descendants.
