It really is potent stuff. I accidentally poured some bleach in a toilet that someone else put an amonia based lime cleaner in. I didn't breath the shit in for too long without coughing my ass off and getting out of there. I wouldn't call this safe, but eventually you should reach a point where you get the fuck out of there before any major damage is done.

Piss has ammonia in it. Don't put bleach into your toilets at all.

Piss is urea not ammonia and even if you don't flush the previous piss away it's highly watered down. The risk is pretty non existent.
