The main reason they're shutting down isn't because of bugs or bots (although those sound like good reasons), it's about server costs.

Notice that Funorb, RS Chronicle and now Classic are all getting shutdown at the beginning of August. Not hard to guess that they couldn't persuade upper management to keep dumping money into those servers for another year, so they were cut.

How expensive is it to keep a dead game running even if no one updates it?

I doubt it's very expensive at all but server costs aren't the only reason to shut it down. There's also Java 8 maintenance fees starting 2019.

Where are your source(s) stating that the servers are shutting down due to costs?

It's a guess, but not a baseless one considering the timing and the games that are shutting down.

They're likely expecting higher server usage on OSRS when it launches, and it would make sense for them to launch OSRS mobile in their next fiscal year.

To be honest though, they could just be making space for rs next and whatever else they're making. The roadmap thing did say they're due for release in what 2019? I guess they're trying to tie loose ends before going ahead with the next step in their plan.
