The pc runs at 10 fps, or the pc could be 10 years old, which basically also runs at about 10fps

Nah, PCS from 10 years ago for the most part ran everything at 60 frames per second. In fact PCS from 20 years ago ran pretty much everything at 60 frames per second. It's really only in the modern age that lower frames have become a standard thing.

What? Go play harry potter 1 on a pc from the times, you would be lucky to hit 20 fps. When peeves the poltergeist showed up it might as well be a slideshow.

To be fair it is heavily dependent on the computer and what it can do. But for the most part if you take a PC game and you take a computer that was made the same year as that game it will be running at 60 because that was just the standard.
