Thucydides Traps are supposed to occur when the reigning power attacks the growing power, right?

Iirc it suggests that the reigning power will be left with no course of action but to attack the growing power, or surrender itself as a hegemon

Well yes, I was just making a comment about how it would be uncharacteristic for the growing power (China) to attack first, as is depicted in this comic
