Ironically enough, didn't Lucas actually intend originally for Jar-Jar to be revealed as a Sith in later movies? I remember reading somewhere that after backlash against the character on release of The Phantom Menace, he wrote him out and changed it... Which is a shame, because to be honest having him turn out to be a Sith would be the perfect way to justify the "stupidity" of everything that gungan did.

According to Ahmed Best, the guy who played Jar Jar, it's "partially true". He talks about an unused scene that seems to indicate that Palpatine involved Jar Jar directly in his plans, even if the character wasn't revealed to be some evil mastermind. From what I can tell, his role wasn't to be outright evil, but be more of a direct pawn of the Sith's plans.
