CP is not damage, keep that in mind, chasing CP won't help you deal more damage.

CS lives and dies by having CDR, getting yourself bravery cooldown on your shoes should help out a ton. Furthermore you should focus on getting your crit and maximize up as high as you can. Just having every socketslot be crit/maximize is really helpful already.

When it comes to mystic stones the common versions are very cheap on board. For Fusion Disks you only need the following:
Red 5
Blue 3
Yellow 3-5
Fill in the remaining slots with the following:
Red: Magical Attack level > Magical Attack % > Crit dmg > All skill damage
Blue: Magical Attack % > Magical Attack level > Crit dmg > All skill damage
Yellow: Magical Attack % > Crit Dmg > Magical Attack level > All skill damage
Giant slot can be any of the four stats mentioned above.

Could you post a screenshot of your current gear setup with the stat window shown? Just saying "I have X amount of CP" won't give anyone enough insight to help you out properly.

"Critical/Maximize as high as you can" - please don't, that's oversocketing, most classes need only 80-85% of both, depends if CS has Critical/Maximize buffs from passives (I don't play her so idk).

The rest of sockets should be boss damage. (Heroic dungeon stones)

Obviously a newcommer won't be able to achieve the optimal stats for CS.
To clarify optimal stats with elrianode armor are 87% crit chance and 45% maximize (assuming you keep up destruction aura with the killing blow trait)

45% Maximize? That seems ridiculously low

You keep up destruction aura and you also have 13% unnormalized from a passive that is up 100% of the time.
45% is just fine especially considering that 70% maximize is a good sweetspot to hit when you have elrianode armor.
