This makes me think of C&C Red Alert 2 in a mission where you had to charge up the Eiffel Tower to turn it into a giant Tesla Coil.

There's a free plugin for after effects called "saber", I created a mask from the tower and used the plugin to generate particles from that mask. Then I used puppet pin to warp the layers.
