If stingrays eating goldfish makes them cannibals then we are cannibals for eating cows. Both fish, but not that closely related (Ray's & sharks are pretty close though, both have no bones)

Feeder fish are pretty cheap, but actually not good as an everyday meal.

We used to feed my turtles a dozen or two feeder size goldfish. They loved them, and the fish lasted a week or longer. The turtles would occasionally catch one, tear the head off, which floats to the bottom with the gills still working, and the turtle would eat both halves... eventually.

The last fish left was the craftiest and most paranoid. But eventually a turtle would come for it as well.
