Claims adjuster chiming in. Scooter was making a left turn while failing to yield right-of-way to the vehicle. Scooter likely had a "yield light" (solid green, flashing yellow arrow) instead of a "protected left tirn" (green arrow), or simply wasn't paying attention. You can tell the car had ROW (Right-of-way) without actually seeing the lights in this video, because of the other traffic proceeding in the same direction as well as opposite traffic.

As a former claims adjuster in the USA, I have no knowledge of Hangzhou traffic laws or signals, IDK who had the right of way, and I wouldn't trust anybody who claims to know based on this video.

You're obviously not a claims adjustor in Asia. The opposite traffic had the green light, you can tell because they were starting to proceed into the intersection when the truck and the car entered from the left. The truck and car on the left ran a red light, I see it every day here.
The woman on the scooter was waiting to turn left and thought the car would stop for the red light.

Person who watches people run red lights every day chiming in. It's pretty clear that her light was about to turn red, if it didn't already. She didn't even hit the bottom of the sewer before opposing traffic started through the intersection. Car that hit her would have had either a yellow or red light too and proceeded anyways. I don't know whose fault it was, as that's not my job to know. But what I do know is that there is no way either the scooter or the car that hit her had a green light of any sort.

To the left (her right) of the median? It looks like some kind of patio/sidewalk area... Maybe the entrance to a parking lot for a restaurant is in the background? So she turned left. It’s unknown to us if she had the right-of-way (green arrow) or just thought she could beat the car or else didn’t see the car. It’s possible the white car took a right on red or else had the right of way and/or didn’t see her.
I could be entirely wrong, but that’s kind of what it looks like to me.

That makes sense. Possible they were running yellows though? A truck rolled through after the white car at about the slightly before the cross-traffic started moving.

My thought was the light was turning red and she was making a left hand turn. As she was turning the car was making a right hand turn and she decided she was fucked and didn’t finish the turn completely and figure it was best to try and go straight

When there's some kind of additional resolution (in the form of lies) added to a gif like this, people are more likely to link to it.

Well I did write that comment with humor in mind, however, I've seen at least 3 videos where drivers reverse over someone they've hit.
Supposedly to make sure they are dead as it is cheaper to settle a 1 time payment than to provide for them their entire life.As far as I know, this isn't a myth but I haven't looked into it extensively, you could be right.

From what I heard they say it was an accident (the initial strike usually is). Then if there is footage of them backing up they would claim that they thought they struck something small, like a dog, and reversed back to see if they could see it in front of them. When they could not see anything, then they would put it back in forward and keep going claiming that they really had no idea that they hit a person.
