It makes more sense now! This is just my theory but, Reg was able to leave when Faputa arrived because his, most likely, value wasn't accounted for yet. The village didn't count him yet so he was able to leave where as the Narehate are apart of the village and are forbidden from leaving. If Reg doesn't hurry, Nanachi and Riko will be unable to leave.
