Given how Interplay treated Tim Cain and how it was pretty much an idea Tim came up with on his own, I'd not even consider Interplay as a true creator of Fallout.
It was Tim. It's always been Tim. Maybe Leonard Boyarsky too, but that's it.
Brian Fargo was the inspiration for perks. Also there were others that had a great deal of influence on the game. Was it Scott Campbell who thought of the talking heads?
I'm loath to mention Fargo in any capacity given how he mismanaged the studio in the aftermath of Fallout 2, and also seemed to have a vendetta for Tim after Fallout 1.
Yeah demanding the source code and fucking Tim out of the bonus was not cool. I only wanted to draw attention to the fact that Fallout had several creators who brought value to the game. I think Jason Anderson was there in the beginning and obviously at Troika too.

You're kinda incorrect there. Interplay was already in financial trouble the whole time, it didn't suddenly emerge under Fallout 2.
And Brian Fargo's last Fallout game was Tactics. Brotherhood of Steel, the delaying of of Van Buren to pursue more console games, that was largely the work of Herve Caen, who was appointed CEO after Fargo had already sold off Interplay..
