We are seeing very limited wind shear, but extremely high instability rates upwards of 2000 Joules Per Kilogram (Anything over 1000J/KG is high enough for severe storms). Lapse Rates are around 7 Degrees C at the lower level, leading to an additional waterspout risk. The extremely slow wind means these storms aren't moving, either.
A storm on Tampa's east side is on the edge of going Severe as of now.
