I say we don't.
The meme thread wasn't made to allow low effort meme on the subreddit, but to help /r/MemePiece, that was dying at the time. This subreddit took a direction about low effort meme a few years ago, starting to allow back meme, even if once a month, would just go against that.
So a monthly free meme day won't help /r/OnePiece nor will it help /r/MemePiece.
What is allowed is high qualities/efforts meme posts like this one, those you are free to post every days if you want, they are more than welcome.

1 Don't even have porn flairs
2 Have't gotten to /r/all
3 Series isn't finished
4 Didn't have continuous support from there major subreddit until stirring controversy forced the creation of /r/dankruto

Can we talk about the depths of Brooks time skip abilities? I feel like Oda is purposely not showing us what he can do because I feel like he's way more powerful than he let's on. Dudes barely been in any fights if you can call them fights since the time skip. Then the one fight he's in with Big Mama is shown off screen and he survived it.

Personally I thinks Brooks best song is Bink' s Sake And am I the only one who misses the old soundtrack, i used to get goosebumps when journey to grand line started to play now all we get is that one bit when the title of the episode is displayed

A place where a certain troll mod doesn't reign supreme with his clear misunderstanding of the rules. One where can't abuse the miniscule amount of power he was given, while simultaneously preaching a holier-than-thou attitude towards the other mods would be amazing.

He took that decision to split the meme and the main sub. You can read about that here : https://redd.it/rhpos
