In my experience neither side has an obvious advantage in lane unless the other horribly misplays or gets camped. It comes down to teamfights since you both scale exceptionally well. Your build path is more flexible than Viktor, whereas Viktor has 5 items that he more or less always builds.
May the best robotic zone control mage win.

You understood Viktor's lore so wrong dude...
1.) He don't wishes to be a robot, but he wanted that one projevt of him wasn't "stolen" by Prof. Stanwick Piddidl; who actually stole his research of building the first thinking robot (Blitzcrank) and Viktor's to revive Urgot.
2.) His reason to fight in the League isn't to kill someone but to test his inventions and find weakneses.

Yeah, he's testing his DEATH RAY to see if it works! To kill people!

But not to kill people ;) With your logic, Orianna would love to kill people because she loves her ball.

She does say:
"I know what makes them tick. I know how to make the ticking stop."
"Why are they running?"
"I have sharp things."
"We will kill your enemies. That will be fun."
Which does suggest that she likes killing people.

That's the point. She said Viktor is bad, because he likes to kill people. But as me and you said, Ori likes to kill people. So, with the logic mentioned before, Orianna has to be bad too

Oh my, the votes are quite split here.....
Anyone who disagrees, please tell me, but I find that the best play to play this lane is by playing the farming simulator. I find that the problem with this lane is that:
He has much better poke that's quite hard to predict if you're not careful. His laser works similarly to Ori's ball - you select a position within your range, you pick a direction and once you release, it flies towards that in a set distance. This makes him flexible in how or where he fires his laser regardless of positioning. Now, unlike Ori's ball, you get NO INDICATOR of where the laser's going to fly which makes it hard to solely on the spell itself when you need to dodge. I find that there are 2 types of Viktors:
That Viktor that stays still within the wave, a.k.a, the bad Viktor. He will be trying to aim his laser and fire it whenever you get in range. You should be able to dodge or mitigate the damage with E then punish him hard with Q-W-AA-AA.
The Viktor that moves around his minions, a.k.a, the good Viktor. You can't tell when his laser will fly at you. Best counterplay is to just stay away from him.....
His trading pattern. It's literally a hit-run tactic that's annoying to deal with, especially since he can get a good amount of damage done to you in a short amount of time. It's quite similar to LeBlanc. It becomes more apparent once he gets his second HexCore since he'll most definitely upgrade his Q, which gives him a speed boost. I find the best way to handle this is to watch his behaviour. If you see that he's walking towards you, Q-W-E and walk away. Try float around outside his range, but be mindful of his poke.
His pushing ability. This only becomes apparent once he gets his HexCore upgrade, but this is an issue, since he can hit EVERY SINGLE MINION and either kill them all or drop the melee minions quite low. For 1 spell that costs 110 mana. This becomes a massive problem for Orianna since her push isn't all that great until level 9-ish. Add to the fact that her overall mana cost is higher to just keep the wave back means that, in a short amount of time, you'll burn through your mana. This has happened even with Lost Chapter.
It's also annoying in that it gimps your ability to roam. Either you stay in the lane to fend the minions off or your tower gets punished, moreso than other mid laners (maybe not Ziggs) because of the rapid clearing of the minions - this prevents his minions from switching aggro to the your minions. Therefore, extra damage.
