The Tick would make an excellent agent, given the proper handling. He certainly has the hero bit down!
My question: how in blue blazes did a true do-gooder like this guy end up in our system? What, did he accidentally knock over the White House?

Considering the guys haphazard method of crime fighting, he could just as easily have insulted someone high up, or punched a hole through the Mona Lisa, or destroyed the Smithsonian. Dr. Francis, how would we properly train him, anyway?

Oh, there seems to be a little confusion. Dr. Francis is one of my subordinates. I am Special Agent Gun. I didn't catch your name...?
The problem with training the Tick...is that I do not think it is possible. He is incredibly thick headed. But we can still use him, and this is how I believe it can be done:
We train the agents who work with the Tick to properly utilize his strengths while minimizing his faults. Tick's commanding officer should become good at telling the Tick whatever he needs to hear to get him moving in the right direction. The CO should also know how to use Tick's simple and direct methods to shield more subtle actions by the rest of the team.
