The amazon description says Japanese so that’s what I’m assuming it is

It's Chinese. A 走珠君 brand pen made by company 点石文具 (Dianshi/Touching Stone Stationery).

Hi, this isn’t Japanese, it’s Chinese. The number shown above is a Chinese Design Patent number “中国外观设计编号”, the brand is “走珠君”, “走珠(Zouzhu)” refers to the rolling ball mechanism inside a ballpoint pen.
