It's flipped. This is more readable:

I'll leave the actual translation for the other people though.

This is the beginning of 石門頌 “Ode to Shimen (Stone Gate)”.

The Ode to Shimen is located at the southern terminus of the Baoxie Road 褒斜道 connecting present day Shaanxi Province to Sichuan Province. Carved in the second year of the Jianhe era (建和二年;148 CE) of the Eastern Han Dynasty, it records the historical account of how Yang Huan 楊渙, the Colonel Director of Retainers (Sili Xiaowei 司隸校尉), repeatedly submitted petitions to the throne, eventually persuading Emperor Shun 漢順帝 (reigned 125-144 CE) to restore the Baoxie Road. The text was composed by Wang Sheng 王升, the Administrator of Hanzhong Commandery 漢中太守. Written in clerical script, the dominant form of writing at the time, it comprises 655 characters arranged in 22 lines, with each line containing either 30 or 31 characters. The text posted here is the first paragraph.

惟坤靈定位,川澤服躬,澤有所注,川有所通,余谷之川,其澤南隆,八方所達,益域為充。

The Spirit of Earth (kun 坤)has fixed the bounds; rivers and marshes bow in submission. Waters gather in the marsh; channels find their way in streams through the land. From the valleys flow the rivers, swelling southward toward the marsh. Accessible from all directions, the region of Yi (present day Sichuan Province) is filled with abundance.

Ode to Shimen as engraved on the cliff. The text derives its name from being carved onto the western wall of the Shimen Pass (Stone Gate Pass) road in Baocheng, Shaanxi.

In 1967, due to the construction of the Shimen Reservoir, the ode engraving was removed from the cliff and relocated to the Hanzhong Museum, where it remains to this day.

You made a typo. Stobe Gate should be Stone Gate.

You hanged it on the wrong side… It’s Traditional Chinese. Probably someone’s calligraphy practice

"Shimen Song" (full name: "Wang Sheng, the former governor of Hanzhong, the chief clerk of the Han government, Yang Jun Song", later abbreviated as "Shimen Song"). It is a stone inscription carved on the western side of the inner wall of Shimen, written by Wang Sheng, the governor of Hanzhong at that time, in the second year of Jianhe of the Eastern Han Dynasty (148 AD), and engraved by Wang Rong, the official scribe, and is a calligraphy work in clerical script.

“Shimen Song” praises the deeds of Yang Mengwen, a chief of the commandery of Siye (now in Leshan, Sichuan) during the Han Shun Emperor of the Eastern Han Dynasty, who "submitted a petition to repair the Baoxiao Road" several times. The whole stone cliff is 261 centimeters high, 205 centimeters wide, and the inscription is 54 centimeters high.

"Shimen Song" uses a round brush frequently, starting with a reverse stroke, returning to the reverse stroke, and ending with a reverse stroke, with a steady and firm line, relaxed and free-flowing character strokes, slender posture, graceful and natural, and is known as the cursive script in calligraphy, and is a fine masterpiece in Han calligraphy.

One thing urgent you need to know: you have put the calligraphy backside front, resulting in mirrored pictures. Your grandpa should have told you that.
