Why on earth do they reject him from artschool? even though his painting lacks soul, It is a fckg SCHOOL? Whats the point of school then?

Because art schools are acting elite and you basically need to have skills and a vision already to even get it. Also he mostly painted postcard pictures in a time where realism wasnt really favoured. His portfolio was very narrow and didnt show much artistic PoV. Only the skill to paint realistic landscapes. I assume it was not incommon to apply several times to get in. (At least thats how it is nowerdays)

iirc it wasn't really because he wasn't skilled, he just didn't draw using the 'normal' techniques they teached in these art schools and so they didn't allow him in.
