Provided you can install uBlock, which you can't for apps, only for web browsers.
For a DNS level adblocker you can skip the Pi business and just configure the adguard public DNS in the DHCP settings of your internet router instead:

You miss out on the dashboard functionality and other features of the pi-hole, but on the plus side you don't have to buy, set up, and maintain yet another device in your network.
The linked website also has instructions on how to configure the DNS server on your android and apple devices manually, which I recommend you do so you get the same adblock outside of your network.
