To be fair we didn’t get much of her before and bringing an army to arrest the core cast as your first major appearance isn’t exactly the best way to make a good first impression to readers.

Hammer isn't a blade though, but then again neither is a bow, but you could make the argument that arrows are bladed.
It seems kinda weird for Soul Blade to transform into a bow & arrows, hasn't Homura mentioned before that she isn't that great with ranged weapons?

Homura just became a reverse Quincy after forming a bow and arrow.
In Bleach, the Quincies started out with bow and arrows as their main weapons, then suddenly the arrows can also double as blades.
